    This report presents lessons learned from 18 case studies across Africa and South Asia that have developed and delivered weather and climate information and related advisory services for smallholder farmers. The case studies and resulting lessons provide insights on what will be needed to build effective national systems for the production, delivery, communication and evaluation of operational climate services for smallholder farmers across the developing world.

    Cost recovery from irrigation in almost all the countries presents a dismal picture. Low cost recovery coupled with declining government finances has led to the deterioration of both the quality of the built infrastructure and institutions managing and governing such infrastructure. This has created a vicious circle of low cost recovery, poor maintenance of infrastructure, inadequate and unreliable water supply, inefficient and corrupt institutions, and unwillingness of the farmers to pay.

    Soil organic carbon (SOC) is the major determinant of soil quality, and it greatly influences global carbon cycling and climate change. This paper is a synthesis of the literature on soil carbon research in India, including soil organic and inorganic carbon stocks, in the form of thematic maps for national and regional level planning at bioclimatic systems and agroecological subregion levels in the country. The potential role of soils in mitigating the global warming effects of atmospheric CO 2 is discussed using results from Indian tropical soils.

    India’s 2.25 million ha of village tanks were for centuries loosely managed as multiple use common property resources, including for fishing by artisanal fisher-folk, the lowest in the social hierarchy. During the 1970s and after, the aquaculture productivity revolution created a vibrant new political economy by increasing manyfold the value of fishing rights in these tanks. This productivity boom was expected to improve the lot of poor artisanal fisher communities. But has this happened?

    Various authors have identified the potential relevance of innovation system approaches for inclusive innovation, that is, the means by which new goods and services are developed for and by the poor. However, it is still a question how best to operationalize this. Innovation platforms (IPs) represent an example of putting an inclusive innovation system approach into practice by bringing different types of stakeholders together to address issues of mutual concern and interest with a specific focus on the marginalized poor.

    The rituals of riparian communities are frequently linked to the flow regimes of their river. These dependencies need to be identified, quantified and communicated to policy makers who manage river flows. This paper describes the first attempt to explicitly evaluate the flows required to maintain the cultural and spiritual activities in the upper Ganga River basin. Riparian dwellers and visitors were interviewed and the responses analyzed to obtain an overview of the needs and motivations for cultural flows.
