    The Systemwide Livestock Programme (SLP) of the Consultative Group on International Agricultural Research (CGIAR) works to alleviate poverty, protect natural resources and achieve food security in developing countries. The SLP has completed two transregional projects designed to identify the common factors that drive crop-livestock intensification and determine access to markets for smallholders. Working across three continents, the first project looked at farming systems operating at different levels of intensity.

    As a program designed for bridging research to development outcome, the CPWF considers regular reflection, learning and adaptive management as crucial elements in the implementation of the basin programs. Reflection implies that the project teams and key stakeholders take stock of what is going on in the project in terms of the science and the process and revisit basic assumptions that underpinned their research. Such reflection provides opportunities for the learning which directs adaptive management.

    Ethiopia to: (1) gauge local communities’ perceptions of the need for local climate change
    adaptation strategies and their degree of satisfaction with existing interventions; (2) identify
    emerging climate risk adaptation strategies; and (3) evaluate how existing and new strategies
    including efforts by non-governmental organizations and the Ethiopian government might
    complement or be compromised by index-based livestock insurance (IBLI).

    A central challenge for effective watershed

    management is improving the welfare of residents who

    live in upper catchments while providing adequate

    environmental goods and services to people and

    areas downstream. A CPWF project, Sustaining

    Collective Action Linking Economic and Ecological

    Scales in Upper Watersheds (SCALES), addressed

    this challenge in three sites.1 This document is an

    evaluation of a project activity that intended to

    enhance collective action in one site: the Coello

    watershed of Colombia.
