    This Regional Law establishes the modalities of organization, establishment of boundaries and management regime of historical and cultural reserve of regional significance. It specifies that integral historical, cultural and natural complex requiring particular protection can be classified as historical and cultural reserve of regional significance. The grounds for such classification shall be expert opinion and its substantiation.

    This Regional Law delimits plenary powers between regional state bodies. Regional Legislative Assembly shall have the following competence: (a) law-making and enforcement of legislation in the sphere of land relations; (b) establishment of cases of allotment of land plots free of charge to citizens, grounds for refusal of such allotment and minimum and maximum dimensions of land area destined for such allotment; and (c) establishment of the modalities for transfer of land to the category of protected areas.

    This Regional Law regulates land tenure and land protection. It establishes minimum and maximum area of agricultural land that can be allotted to citizens out of the stock of public and municipal land: (a) for peasant farms – from 0.04 ha to 0.50 ha; (b) for gardening - from 0.04 ha to 0.50 ha; (c) for horticulture - from 0.04 ha to 0.50 ha; (d) for stockbreeding - from 0.04 ha to 30 ha; and (e) for construction of suburban cottages - from 0.04 ha to 0.50 ha.

    This Regional Law establishes the following tasks and objectives of the municipal land control: (a) enforcement of land legislation ensuring observance of legislative provisions that envisage administrative and other liability; (b) prevention on unauthorized land possession; (c) control over land tenure with a view of conservation of precious land, agricultural land and protected areas; and (d) ensuring efficient land tenure.

    authorized representatives of the state bodies of state power of the Russian Federation and the bodies of state power of the Republic of Sakha (Yakutia) have agreed on the following: 1) The Republic of Sakha (Yakutia) shall execute the authority in the following fields: a) management, possession, use and disposal of state property; b) carrying out licensing and quota setting in accordance with the federal legislation on the territory of the Republic of Sakha (Yakutia); c)participation in external trade.

    This Regional Decree establishes composition, elaboration, coordination and submittal for validation of land-use planning projects related to protected areas. The scope of the aforesaid project shall be to ensure functioning of protected areas in compliance with legal regulation and classification of protected areas with a view of conservation of unique and typical natural complexes and objects and ecological education of the population.

    Agreement of 1996 between the Russian Federation and the Krasnodar Territory regarding the delimitation of jurisdictional subjects and plenary powers between the State Bodies of the Russian Federation and the State Bodies of the Krasnodar Territory must be invalidated from the date of the official publication of the present Agreement.
