    This is the third volume of the proceedings of the national conference on ?Water for Food and Environment?, which was held from June 9 ?11, 2009 at the Bandaranaike Memorial International Conference Hall (BMICH). The volumes 1 and 2 have been produced as separate documents of this report series. In response to a call for abstracts, 81 abstracts were received from government institutes dealing with water resources and agriculture development, universities, other freelance researchers and researchers from the International Water Management Institute (IWMI).

    This paper discusses methodologies applied in the Deduru Oya river basin, the basin selected from Sri Lanka for the regional study on the development of effective water management institutions. The study was funded by the Asian Development Bank (ADB) to assist the five countries, Indonesia, the Philippines, Nepal, China and Sri Lanka to work out methodologies and develop effective water management institutions (ADB-RETA 5812). The Deduru Oya basin in which the empirical studies were carried out is located in the northwestern province of Sri Lanka.

    Water is being transferred out of agriculture to meet the growing demand in other areas, often without an agreement of or compensation to farmers with irrigated land and water rights. Furthermore, there is a failure to recognize that irrigation systems supply water not only for the main fields, but also for domestic uses, home gardens, trees and other permanent vegetation, and livestock. Other productive uses include fishing, harvesting of aquatic plants and animals, and a variety of other enterprises such as brick making.

    This report presents a methodology for planning the rehabilitation and improvement of small-scale irrigation systems within the context of the water basin when information on hydrology and water use is inadequate. It was developed for planning the rehabilitation and improvement of small tank systems in the dry zone of Sri Lanka. The methodology is useful to those undertaking irrigation rehabilitation projects in similar circumstances and it may also be extended to water resources planning in many other circumstances.

Presents preliminary findings on malaria patterns and possible risk factors and describes the progress of IWMI research towards developing a risk map for Sri Lanka. It also contains presentations by Regional Malaria Officers, and other officials involved in malaria control, on areas of high malaria risk within their districts.

    This working paper contains the proceedings of the workshop on ?Malaria risk mapping in Sri Lanka?implications for its use in control? that was held on May 25, 2001 at IWMI Headquarters in Colombo, which was a follow up to the workshop conducted on March 29, 2001 in Embilipitiya (Klinkenberg 2001). The workshop in Embilipitiya was organized at the local level to discuss the results of the malaria risk mapping work carried out by IWMI in the Uda Walawe region of Sri Lanka.
