    By virtue of this Decision, the European Commission grants to Ireland a derogation to the second subparagraph of paragraph 2 of Annex III to Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources. The derogation has the purpose of allowing a higher amount of livestock manure than that provided in the Directive. This Decision applies on an individual basis to grassland farms and subject to certain conditions relating to the application of manure and other fertilizers and land managemen.

    Council Directive 91/676/EEC sets out the legislative framework concerning the protection of waters against pollution caused by nitrates from agricultural sources. Derogations may be granted to Member States under certain conditions. The present Decision grants the derogation requested by the Netherlands for the purpose of allowing a higher amount of grazing livestock manure applied to the land each year than that provided for in subparagraph (a) of paragraph 2 of Annex III to Directive 91/676/EEC. This Decision applies on an individual basis to grassland farms.

    These Regulations amend the Common Agricultural Policy Basic Payment and Support Schemes (Wales) Regulations 2015 and the Common Agricultural Policy (Integrated Administration and Control System and Enforcement and Cross Compliance) (Wales) Regulations 2014 by inserting provisions which provide that there will be a national reserve established by the Welsh Ministers setting out, in priority order, how funds in that reserve will be used.

    These Regulations make provision in England for the administration of Regulation (EU) No. 1307/2013 of the European Parliament and of the Council establishing rules for direct payments to farmers under support schemes within the framework of the common agricultural policy and some associated Regulations. They divide England in moorland, the severely disadvantaged area (excluding moorland) and all other land for purposes of the basic payment scheme as defined by (EU) No. 1307/201.

    These Regulations make provision in Wales for the administration of Regulation (EU) No. 1307/2013 of the European Parliament and of the Council establishing rules for direct payments to farmers under support schemes within the framework of the common agricultural policy and some associated Regulations. They specify the minimum eligible area of a holding in respect of which direct payments may be granted to a farmer and the activities a farmer must carry out in order to maintain an agricultural area in a state suitable for grazing or cultivation.
