    By virtue of the entry into force at the national level of the Code on the Environment, this Regional Act defines the competences of local authorities (the Region, the Provinces and the Communes) in different matters relevant to environmental protection, namely: land rehabilitation (art. 1), waste management (art.2), issue of authorizations for waste water discharges (art. 3), protection of marine waters and coastal zones (art. 5).

    This Act aims at the improvement and protection of agricultural and forest resources in the Friuli-Venezia Giulia Region, particularly through the promotion of agriculture in mountain areas. The rational exploitation of land in mountain territories is among the objectives hereby pursued. The latter include private undertakings and public interventions (art. 3). Articles 6 to 10 define with detail the procedure to attain the rationalization of land (proposal of rationalization, preliminary project, final approval).

    There is hereby established the regional legislative framework on town and country planning, which shall aim at the protection and preservation of natural, cultural and environmental resources. Town and country planning shall be based upon the regional environmental plan, territorial coordination plans and general urban plans drawn up at the municipal level. Article 54 provides for the establishment of the Regional Territory Committee.

    This Protocol has been adopted by the Contracting Parties to implement the Alpine Convention as regards soil conservation. The Protocol takes into account the functions of the Alpine soil as a natural resource, as an archive of natural history, as a location for agricultural use including pasture farming and forestry and as a source of raw materials.

    The present Regional Act lays down the legislative framework in matter of town and country planning, taking into particular consideration, inter alia, the need to preserve the environment and regional landscape, including agricultural lands. The regional territory shall be managed at the municipal, provincial and regional levels. Plans shall be coordinated as provided in article 4. Article 47 concerns the environmental assessment of plans.
