    The goal of Oxfam America's Water Program in Ethiopia is to improve smallholders? food security and strengthen their livelihoods in moisture-stressed areas of Oromiya, Tigray and Amhara National Regional States. To realize this goal, smallholder households must exercise their rights to access and manage water resources sustainably and equitably, for irrigating crops and raising livestock. Better access, equitable sharing, and sustainable management are essential outcomes that must be achieved along the path to greater food security and more resilient livelihoods.

    Livestock production in arid and semi-arid rangelands is a risky enterprise. Covariate risk of catastrophic livestock loss due to drought is the most critical uninsured risk facing livestock producers. These losses can lead to persistent poverty. We are trying to design an index based livestock insurance (IBLI) program as a viable means to help pastoralists in northern Kenya manage such covariate risk of livestock losses due to drought.

    This study analyses Indonesia’s experience with its Reforestation Fund, and examines implications for REDD+. The Reforestation Fund (Dana Reboisasi, DR) is a national forest fund financed by a volume-based timber levy to support reforestation and forest rehabilitation. Since 1989, the fund has had receipts of US $5.8 billion. During the Soeharto era, the Ministry of Forestry allocated more than US $1.0 billion in cash grants and loans from the Reforestation Fund to promote commercial plantation development.

This can take the form of joint development of financing strategies, instruments and business cases. Limited forest financing is often less about money availability than about poor access.
