Detailed geographical coordinates are further defined and the map is attached to the Decision. The Decision for its administration covering interventions, restorations, conservation of monuments, permitted and prohibited construction, archeological findings, etc is also attached to the decision.

The proclamation of the special protected areas (SPA) is done according to the requirements set forth by Article 4/3 of the Law 8906 of 2002 on protected areas. To be eligible for SPA status, the territories should be within existing protected areas and enjoy the Ramsar status as ligatins of international importance, or the Berne status as areas of great importance for the flora and fauna protection.

This Decree establishes the compensation of the ex-owners of lands. It consists of 8 articles specifying that the compensation to be given to the ex-owners (including agricultural lands, touristic lands and urban lands) depends on the land extension. Conditions for benefeting from these compensation programme are established in the text.
