    The Decision No.728 of 2010 proclaims the archeological zones A and B in the city of Lezha and approves the regulation for their management and administration. The Decision further defines the categories of all activities that are allowed to take place in each of the zones and lays down the rules of procedure for their implementation.

    The proclamation of the special protected areas (SPA) is done according to the requirements set forth by Article 4/3 of the Law 8906 of 2002 on protected areas. To be eligible for SPA status, the territories should be within existing protected areas and enjoy the Ramsar status as ligatins of international importance, or the Berne status as areas of great importance for the flora and fauna protection.

    This Decree establishes the compensation of the ex-owners of lands. It consists of 8 articles specifying that the compensation to be given to the ex-owners (including agricultural lands, touristic lands and urban lands) depends on the land extension. Conditions for benefeting from these compensation programme are established in the text.

    This Decree amends Decree No. 1254 establishing compensation to former landowners. It consists of 9 articles specifying the compensations for: touristic areas, agricultural, occupied and non-occupied lands. The amendments concern: the procedure for issuing compensations, the required documents, the surface and price; priorities and the case in which such compensation is allowed.
