This Regional Law establishes that state cadastre land valuation shall be conducted by decision of local government of city districts and municipal units within the boundaries of a given municipal unit. The modalities of state cadastre valuation of land shall be performed by decision of the regional administration.

The aforesaid transfer shall be performed for municipal land-use planning and development of urban areas. Land pertaining to regional property free of third-party claims and not occupied by constructions and edifices can be transferred to local government. The aforesaid transfer shall be performed by decision in the forms of Governor’s Decree.

Citizens that have no right to be allotted land plots without competitive tendering must purchase them exclusively through competitive tendering. Russian nationals that have obtained land parcel free of charge for suburban construction in accordance with this Regional Law shall have no right to allotment of land plot free of charge for individual housing construction.

This Regional Law establishes the value of public or municipal land destined for sale to the owners of edifices and construction located thereon. The price of public or municipal land shall be equal to two and a half percent of cadastre value in case of sale to commercial organizations, individual entrepreneurs, citizens and non-commercial organizations that are owners of the aforesaid constructions and edifices.

In the aforesaid case the heir shall have the right of allotment free of charge of the plot of land applied for by estate-leaver while alive.

This Regional Law establishes the modalities of elaboration of and decision-making in relation to classification of land areas as urban land, exclusion of land areas from category of urban land and establishment of authorized types of land tenure.
