Le présent décret crée, conformément à l’article 452 de la loi n° 2013-01 du 14 août 2013 portant code Foncier et Domanial en République du Bénin, le cadastre pour la gestion de l'ensemble des documents administratifs et techniques décrivant la propriété foncière.
This Decree, consisting of 37 articles divided into five Chapters, prescribes topographic and cartographic activities in the mainland, on islands, archipelagos and sea areas, under the ground and in the space of the Socialist Republic of Vietnam. This Decree applies to state management agencies and organizations and individuals involved in topographic and cartographic activities, exploitation and use of topographic and cartographic information, data and products within the territory of the Socialist Republic of Vietnam.
This Guideline lays down the technical criteria used for the classification of pasture and meadows as well as the procedures to be followed for leasing pasture and meadow areas to individuals or private entities. The classification is used for the preparation of management plans, the update of the pasture cadaster, and the lease contracts with private users. The leasing is done in accordance with the management plans and the rules of protecting pasture ecosystems and the sustainable development of pasture resources.
The Guideline provides for areas of the public forestry and pasture fund that may be leased according to the public competition/bidding procedures. The forestry authorities assess the forestry and pasture areas at the beginning of the year and submit the proposed list of leases to the municipality together with a detailed report on their potential use. The leases should comply with the law requirements regarding the allowed activities as well as the long- and short-term management plans.
