This paper begins by exploring what the term family farming means and how appropriate it is in the NENA region. It will explore more generally the role of farming and agriculture in the broader political economy of the region. The paper establishes the distinctive features of the region, what might be generalised and what might not be so common between countries with contrasting patterns of development.

Throughout its history, Mozambique has had to deal with cyclones and floods, and when these are severe they have a devastating impact. Apart from the immediate threat to human life, such natural disasters seriously impede economic growth. There is no doubt that the Limpopo valley floods in 2000 were one of the worst flood disasters in Mozambique’s history. At least 700 people died, and some 500,000 to 650,000 were displaced and temporarily sheltered in over 100 camps set up by the government.

This study investigates the political and contentious nature of access to mountain natural resources by poor, disadvantaged and marginalized people, including women and youth, and the policy processes associated with access and development over time. This study has been commissioned by FAO to look at sustainable livelihoods approaches to access to natural resources in mountain areas. We concentrate on access by poorer and marginalized groups to policy processes whereby long-term sustainable access to resources is achieved.
