Journal Articles & BooksJune, 2022Kenya, Uganda, Peru, NepalAs forest tenure reform is mainstreamed around the world, outcomes are increasingly determined by the institutions that are responsible for administering its operationalisation and translating policy into implementation. This global study examines state institutional contexts of tenure reform in Kenya, Uganda, Nepal, Indonesia, and Peru. Interviews were administered in 2016–2017 using a fixed questionnaire applied across all countries involving 26–32 respondents from state implementers of forest tenure reform in each country for a total of 145 respondents.

Reports & ResearchDecember, 2016Latin America and the Caribbean, GuatemalaIn Guatemala, a history of discrimination and inequality of opportunity led to a 36-year conflict that finally subsided with a Peace Agreement in 1996. Improvements since then have prevented a return to conflict and begun to create the conditions for sustained stability. However, the persistence of substantial inequality constitutes a risk factor for future stability and constrains Guatemala’s growth potential. Land distribution is highly unequal. The largest 2.5% of farms occupy nearly two-thirds of agricultural land while 90% of the farms are on only one-sixth of the agricultural land.

In some cases, the resolution of problems has been unfair due to the lack of legal knowledge and representation to help the vulnerable population. It is in this context that the paralegal figure was established, endowed with solid knowledge to voluntarily provide basic legal support to community members.

Reports & ResearchJuly, 2023GlobalSecuring women’s rights, access to, and control over housing, land, and property (HLP) are important for livelihood generation, food security, a store of wealth, and other economic benefits. Ensuring women’s HLP rights also provides social benefits, such as improved bargaining power within the household and community. Data on women’s rights to HLP is limited, but available evidence from 53 countries shows that within those countries, over 70 percent of women do not own any land. Without action, women are at risk of being left farther behind.

Journal Articles & BooksDecember, 2017Latin America and the Caribbean, CubaEl presente trabajo estudia las principales transformaciones introducidas en la economía cubana en el periodo de 1975 a 2013, con un énfasis particular en la Tercera Reforma Agraria puesta en vigor a partir de 1993, la cual significó el tránsito hacia un nuevo modelo agrario cuyo objetivo principal sería resolver el problema de la soberanía alimenticia. Con esta nueva reforma agraria se reconfigura una vez más la forma de tenencia de la tierra en Cuba, estando actual- mente el 54% (de las tierras) en manos del Estado y el 46% restante es propiedad no estatal.

Desde 1990, varias políticas de redistribución del uso de la tierra se aplicaron con importantes impactos, pero las áreas involucradas no alcanzaron un tamaño significativo a nivel nacional. A partir de 2008,ocurre una innovación mayor en la política agraria, con la entrega de muchas tierras ociosas en usufructo a productores sin tierras o con poca tierra. Un cambio de esta naturaleza y magnitud amerita ser descrito y analizado.
