Introduction: "Since its independence in 1975, and most notably in the last decade, Angola has struggled to create a legal framework adequate to address the complex issues relating to the country’s land. In 2004, the country enacted a new land law1 that sought to strengthen perceived areas of weakness in prior legislation. The new law delineated and expanded a range of land rights available by concession and recognized some measure of traditional land rights.
Article 1:
"This Law is enacted in accordance with the Constitution for the purpose of strengthening land administration, maintaining the socialist public ownership of land, protecting and developing land resources, making rational use of land, effectively protecting cultivated land and promoting sustainable development of the society and the economy."
"Article 1. Objectives of the Land Law:
The objectives of the Land Law are to determine the regime on the management, protection and use of land in order to ensure efficiency and conformity with [land-use] objectives1 and with laws and regulations[,] and to contribute to national socio-economic development as well as to the protection of the environment and national borders of the Lao People's Democratic Republic."

Registration of land title evidences an indefeasible ownership. However, many people have become victims of fraud. Due to the increase in fraud and the weaknesses of the registration system in the country, this study aims to provide solution to the problem. The paper highlights the controversy surrounding indefeasibility and the concept of federalism in the land administration systems in Malaysia. The electronic land systems and fraud prevention measures in the country are also analysed. While other jurisdictions have title assurance fund, it is not available in Malaysia.
