This study is a revised version of a working document originally prepared by FAO in April 1995 analysing the policy and legal options available for dealing with the sensitive issue of foreign ownership of land. It provides information on the approaches that are, or have been adopted to regulate foreign ownership of land. As such, it aims at providing a framework for analysis and a representative sample of the legal techniques and strategies that have been devised to deal with the issue; it is not intended to be an authoritative summary of the state of the law in this area.

FAO acted as a facilitator to enable debates and foster collaboration among a variety of actors in order to advance science, knowledge, public policies, programmes and experiences on agroecology, supporting the strengthening of the already-extensive evidence-based knowledge for agroecological approaches in agriculture.

Over the past two decades, political developments as well as macro-economic and extra-sectoral policies have affected the forests of Asia and the Pacific to an unprecedented extent, resulting in deforestation and forest degradation. Responding to the diminishing capacity of the region's natural forests to produce timber, many countries have turned to forest plantations. Governments and their respective forest agencies are asking what it takes to encourage non-government entities to grow trees.
