    This Protocol sets up Interstate council on natural and technological disasters performing the following functions: (a) assistance in organization of cooperation between the Parties in the sphere of prevention of natural and technological disasters and mitigation of the consequences thereof; and (b) drafting recommendations for improvement of legislation related to prevention of natural and technological disasters and mitigation of the consequences thereof.

    The Parties have agreed to cooperate in the following spheres: (a) integration of early warning systems and emergency intervention systems; (b) joint participation in the international organizations and programs; (c) liability of each Party for the outbreak and consequences of disasters; (d) prevention of the outbreak of disasters; and (e) autonomous decision-making at the national level.

    This Decree establishes the modalities of estimate and calculation of rates of permissible impact on protected areas in the process of performance of tourism, recreational and healthcare activities. The scope of determination of rates of permissible impact shall be conservation of ecosystems, biological diversity and landscape diversity of protected areas. The aforesiad rates shall be established by the Ministry of Natural Resources and Environmental Protection at the suggestion of state bodies managing protected areas.

    This Decision sets out the guidance on the collection of data and on the drawing up of Best Available Techniques (BAT) reference documents and on their quality assurance, including the suitability of their content and format as referred to in points (c) and (d) of article 13(3) of Directive 2010/75/EU on industrial emissions (integrated pollution prevention and control).

    The purpose of this Directive is to achieve integrated prevention and control of pollution arising from certain industrial activities (those listed in Annex I), including energy and mineral industries, production and processing of metals, chemical industries and waste management. These provisions set out measures to prevent or reduce emissions into the air, water and land, without any prejudice to Directive 85/337/EEC and other relevant European Community provisions. In particular, the Directive defines the legal framework for issuing permits to carry out the activities above-mentioned.

    The aim of the Act is to establish the principal rules in connection with the protection, preservation and planned development of the human environment for the purpose of the protection of people's health and the regular improvement of living conditions. Chapter II of the Act sets out detailed rules concerning the protection of the elements of environment, i.e. land, water, air, biosphere, landscape and human habitations. Chapter III deals with the responsibility in case of violation of the provisions concerning environmental protection.

    Regional state nature reserve “Nizhnepechorsky” shall be considered protected area constituted for the purpose of conservation of natural complexes, landscapes and components thereof. Constitution of the aforesaid regional state nature reserve does not envisage land expropriation. The territory of regional state nature reserve “Nizhnepechorsky” shall be taken into consideration in the process of elaboration of land-use planning schemes.

    This Regional Law regulates some issues in the sphere of organization, conservation and management of protected areas with a view of conservation of unique and typical ecosystems, wild fauna and wild flora species, genetic fund thereof, and ecological education. Regional Government shall reserve land intended for institution of protected areas, also through expropriation and imposition of use restrictions for economic activities. Grounds for land reservation shall be land-use planning project envisaging institution of protected areas. Land reservation period shall not exceed 7 years.

    This Decree validates the forms of reports of sample selection and measurements of environmental indices related to emissions to the atmospheric air from stationary and mobile sources, effluent waste water discharge to surface waterbodies, sources of pollution of groundwater, effluent waste water discharge to sewerage system, soil pollution and waste disposal sites.
