Sub-Saharan Africa, Latin America and the Caribbean
Analyses two examples of changing institution-resource access relationships in Africa and Latin America. The Africa case (Kakamega, Western Kenya) highlights the resource endowments and problems associated with the participation of individuals in multiple institutions, whereas the Latin America case (Oaxaca, Mexico) focuses on the changes in a single institution in response to population growth. Suggests that even in situations of complexity, there are some clear entry points and directions for policy advice.

This comparative study highlights that rainfall variability and food insecurity are key drivers for human mobility. The empirical research is based on eight country case studies, including a 1,300 household survey and participatory research sessions involving 2,000 individuals. The results reveal that migration is an important risk management strategy for vulnerable households. Land scarce households trying to cope with food insecurity send migrants during the hunger season to find food or money to buy food.

In Mesoamerica, coffee is an important part of agricultural GDP and export revenues which supports about half a million farmers, and employs millions of people on the farms and all along the supply chain. This policy brief summarises the potential risks and impacts of climate change on coffee farming in the region. Traditional coffee agroforests provide important ecosystem services and conserve significant carbon stocks.

Secure land rights are important for development and poverty reduction and the greatest challenges for providing such rights are in urban, peri-urban areas, and the most productive rural areas. This publication updates and revises UN-HABITAT’s 2004 publication ‘Urban Land for All’, and stresses the need for policies that facilitate access to land for all sections of their existing and future populations – particularly those on low or irregular incomes.

Over this period, globalisation will continue, exposing the food system to novel economic and political pressures.This final report of the Foresight Global Food and Farming Futures Project argues that decisive action needs to take place now. This paper reviews the literature to identify the relationship between tenure security and food security. The literatures on tenure issues and food security issues are not well connected and the scientific evidence on the causal links between tenure security and food security is very limited. The paper explores the conceptual linkages between land tenure reforms, tenure security and food security and illustrates how these vary across diverse contexts.

The policy debate about the merits and demerits of biofuels is growing and changing rapidly, with concerns being voiced over their effectiveness for mitigating climate change, role in recent food price hikes and social environmental impacts. This study contributes to these debates through examining the current and likely future impacts of the increasing spread of biofuels on access to land in producer countries, particularly for poorer rural people. It draws on a literature review of evidence drawn from diverse contexts across Africa, Asia and Latin America.
