This Regional Act sets out the legislative framework for the integral bonification of land with a view to ensuring land conservation, water safety, environmental protection and preservation of rural areas. In compliance with the principles and rules laid down in Legislative Decree No. 36 of 2003, there are hereby established the criteria and procedures for accepting waste on landfills. Installations for inert waste, hazardous waste and non hazardous waste are envisaged.

This Decree implements Regulation (EC) No. 166/2006 concerning the establishment of a European Pollutant Release and Transfer Register. It lays down detailed provisions concerning competent authorities, duties of management and publication of information on releases of pollutants and transfers of pollutants and waste.

This Legislative Decree aims at achieving the objectives of article 2 of Legislative Decree No. 22 of 5 February 1997. To this end, it establishes technical requirements applicable to landfills of waste, procedures and guidance with a view to preventing and reducing negative effects on the environment and on the global environment (including greenhouse effect) as well as those risks to human health that might result from landfilling of waste. Particular attention is paid to the prevention of the pollution of surface water, groundwater, air and soil.
