Aid in Support of Gender Equality and Women's Empowerment (pdf, 1.5MB) published in March 2011, presents statistics on aid from DAC members to sectors focused on gender equality and women’s empowerment for the period 2008-2009.

The Global Donor Platform OECD focal point, Karim Hussein, points out that page 5 of this new publication reviews agriculture and rural development and interestingly showed that only 5% of DAC donor aid for agricultural inputs had a gender equality focus.

It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for the development process of the Voluntary Guidelines.

Traditionally, the land tenure system in Southern Ethiopia may be characterised by patrilineal inheritance and virilocal residence. Young girls have very little influence over when and whom to marry. Further, they have to go to a husband that their clan or family has identified for them, meaning that they after marriage move to the home of their new husband and inherit no land from their parents. Bride prices and dowries are commonly used, and girls are seen as the property of the husband and his clan. This also implies that if the husband dies, his wife is still the property of his clan.

The Working Group on Women and Land Ownership (WGWLO) is a Gujarat-based network of 23 NGOs set up 2003 in a context of increasing recognition of women’s land rights in international conventions, national planning and policies, as well as research, that has not resulted in a reduced gender gap in access to and control over land.

The document describes origin and history of WGWLO, the work done by NGOs and rural women federations in Gujarat at the village level, challenges faced, strategies adopted and their efforts to influence state policy.

In the experience of GROOTS Kenya, HIV-positive widows are often thrown out of their matrimonial homes, their land grabbed by in-laws as they are blamed for their husbands’ deaths and/or feared to die within a short period of time. Due to a lack of awareness on land rights, as well as the importance of retaining legal documents to lodge court cases, the ability of widows and orphans to control land and other family assets in Gatundu district is threatened.

And women’s rights to land and livelihoods have barely been included in HIV strategies and programmes.
