The land challenge is central to the broader youth dynamics of migration, employment, livelihoods and belonging. The more than 1.8 billion youth living worldwide represent not only a land challenge, but an untapped potential in moving the tenure security agenda forward. Recognizing this, the Global Land Tool Network has partnered with UN-Habitat to develop youth responsive land tools through the Youth-led Action Research on Land program. Five action research projects will be undertaken by youth organizations in Brazil, Kenya, Nepal, Yemen and Zimbabwe.

Agricultural development has moved up the agenda. Today it has not only to reduce poverty and hunger, but also become environmentally sustainable and climate smart. Disputes over agricultural policies are highly visible, but consensus exists on fundamentals for growth. It is not just what to do that matters, but also how to do it. Increasing prices for agricultural commodities offer a historic opportunity to intensify production systems for small-scale farmers in many developing countries. But without agricultural policies supporting them in making use of this opportunity, many of them would lose their access to land and income, resulting in aggravated food insecurity.

While many people in the developing world lack secure property rights and access to adequate resources, women have less access to land than men do in all regions and in many countries (Food and Agriculture Organization of the United Nations [FAO], 2011b). Women across the developing world are consistently less likely to own land, have fewer rights to land, and the land they do own or have access to is of lower quality in comparison to men
    (FAO, 2011b).
