    This Act concerns a special taxation regime for certain country estates for purposes of protection of the natural environment and landscape in the Netherlands. The owner of an estate may apply to the Minister so as to qualify the estate to fall with the application of this Act. Tax exemptions shall be disapplied and tax must be paid in cases when the conditions and criteria formulated under this Act cease to exist or certain requirements have not been observed by owners.

    In order to comply with Council Directive 91/676/EEC concerning protection of water waters against pollution of nitrate from agricultural sources the norms regarding the use of nitrates are sharpened and charges increased by the present Act. Furthermore, rules are introduced so as to place further limits on the production of manure and to make the granting of production capacity dependent upon the capacity to use the manure on the producers' lands or to place that manure on the markets.

    This Act establishes the Council for the Living Environment and Infrastructure, which shall advise the Government and the two houses of parliament regarding sustainable development of infrastructure, spatial planning, the and the environment, and in particular on a wide variety of matters including, climate policy, water, agriculture, nature conservation and food quality. The Council shall also advise on hazardous substances and disaster prevention and management.

    This Act provides for the possibility of exemptions from environmental requirements regarding soil, air and noise prescribed by other legislation in force in the interest of the parsimonious and rational use of living space and optimization of the living environment in urban and rural areas and provides rules relative to procedures of decision making at municipal level and the coordination of decision making.

    The scope of this Act is to regulate the granting of permissions by livestock holders to emit ammoniac into the environment. A system of calculation of emission is introduced. Whether a permission to keep livestock or to increase an existing production and thus emit (more) ammoniac is granted or not, depends upon the location of the proposed livestock production. No permission shall be granted in ecologically fragile areas, e.g. areas that from part of a main ecosystem and are declared as such under legislation of a prior date or are declared to be such in accordance with section 2.

    This Decree contains rules for the discharge of water related to agricultural activities in surface waters and provides directions for the use of pesticides. The Decree is based on, among other things, articles 6.2, 6.6 en 6.7 van de Water Act. Chapter 6 of the Water Act applies also to agricultural activities involving the use of pesticides and biocides. This Decree places restrictions on the discharge of wastewater and provides general principles and rules for such discharge.

    This Regulation implements that part of the EC Council "Groundwater Directive" (80/68/EC) which concerns the infiltration of water. Infiltration in this Regulation has the same meaning as in article 1 of the Groundwater Act. This Regulation restricts the powers of provincial authorities to grant permits for infiltration of water. This may be done only if no danger is to be expected of pollution of groundwater.

    This Decree prescribes rules relative to the prevention and reduction of pollution relating to economic activities in the sphere of construction and the processing of wood. The provisions of this Decree deal with all kinds of pollution such as discharge of water, pollution of the soil and groundwater, etc. It is based on the principle that enterprises working in these sectors are for themselves responsible for control of their activities and the control mechanism is now concentrated on report by those enterprises instead of control through the granting of permits.
