    A experiência económica de Moçambique é frequentemente  apresentada como  um  exemplo  de  sucesso  na  promoção  de  rápido  crescimento  com estabilização e redução da pobreza. O grau e a robustez do sucesso económico moçambicano  são  determinados  pela  magnitude  das  taxas  de  variação,  isto  é, por quanto é que a economia cresce e a pobreza reduz, e por quão estáveis são (ou  por  quão  pouco  variam)  os  indicadores  monetários,  chave  da  abordagem monetarista de estabilização (inflação, reservas internacionais e taxa de câmbio).

    Evidence from the first Nairobi Cross-sectional Slum Survey (NCSS) conducted in the city by the African Population and Health Research Center (APHRC) in 2000 revealed that slum residents have the worst health outcomes of any group in Kenya (including rural residents). They have limited access to basic facilities such as water and sanitation, or opportunities for life such as education and employment, and that they endure the near absence of the public sector and law enforcement agencies in their daily lives.

    Rural-based economic activity can be just as effective for poverty reduction as that of urban sectors. Since the 1990s, rural transformation has lifted nearly as many people out of poverty as urban development. Many more will be able to climb out of poverty if greater priority is given to public investments in rural areas.

    The purpose of this report is to bring out certain key lacunae in the existing legislation and policy and suggest legal, moral and policy alternatives regarding displacement due to large projects in India. Central to the land-acquisition law reforms is the problem of a lack of political will which has prevented the 2007 Bill from being passed in both the houses of the Parliament. Towards the end, Author has attempted to highlight this political issue and the lacunae that exist even in the amended bill.
