The French colonies of Senegal and French Sudan were merged in 1959 and granted independence in 1960 as the Mali Federation. The union broke up after only a few months. Senegal joined with The Gambia to form the nominal confederation of Senegambia in 1982. The envisaged integration of the two countries was never implemented, and the union was dissolved in 1989. The Movement of Democratic Forces in the Casamance has led a low-level separatist insurgency in southern Senegal since the 1980s, and several peace deals have failed to resolve the conflict.

The Open Data Charter is a collaboration between governments and organizations working to open up data based on a shared set of Principles. With 73 government adopters and 53 organizations endorsers, our goal is to embed open data as a central ingredient to achieving better solutions to the most pressing policy challenges of our time.

L'élan se renforce autour des initiatives internationales de surveillance des terres, ainsi qu'une demande sans précédent de données et d'informations foncières gratuites, accessibles et utilisables. Le secteur foncier doit trouver des moyens de saisir les opportunités présentées par les innovations en matière de données ouvertes tout en négociant un environnement de données en évolution rapide. 

Le Land Portal et la Charte des données ouvertes ont collaboré avec le gouvernement du Sénégal pour ouvrir les données foncières, en suivant les directives énoncées dans le Guide pour l’ouverture des donnees ouvertes pour la gouvernance foncière. Le Guide pour l'ouverture  est un guide pratique pour les gouvernements qui cherchent à mieux collecter, publier et utiliser les données foncières pour le bien public. En tant que phase 1 de ce projet, l'équipe a publié le Rapport sur l'état de l'information foncière au Sénégal (SOLI). Les rapports SOLI sont des analyses axées sur la recherche de l'état actuel des données foncières qui évaluent les informations foncières disponibles par rapport aux normes de données ouvertes. 

Parallèlement, le portail foncier effectue des recherches et publie des rapports SOLI pour d'autres pays d'Afrique, notamment la Namibie et le Malawi. 

Le webinaire partagera les derniers résultats du pilote de mise en œuvre du Guide Open Up au Sénégal et de la recherche SOLI en Namibie. Nous poserons et répondrons à des questions pressantes concernant l'intérêt et la maturité des données ouvertes dans les deux pays et spécifiquement dans le secteur foncier.
