The main targets of state housing policy are concession of compensation to low-income categories of citizens for the payment of communal services, stimulation by the state of the maintenance of housing facilities by economic and financial means, creation of favourable vital environment equipped with the necessary social, communal, cultural and other services.
This Law sets forth legal grounds for setting up, functioning, reorganization and liquidation of agricultural cooperatives (shirkats), regulates the rights and the duties thereof, and also the interrelations with other legal and natural persons.
The present Act makes provisions in matter of tenure of lands intended for padi cultivation, with a view to controlling related rent and security of tenure. Sections 3 to 10 lay down rules concerning tenancy agreements by which a landlord agrees to let and a tenant agrees to take any padi land for the purpose of cultivating padi.
The taxpayers for land are the landowners, the permanent of temporary users of State land. The taxes for rented land provided for use is charged from the tenant. The taxable object of agricultural land is the net income from the land defined by an evaluation carried out by the land cadastre.
Dhekan farms are independent commercial enterprises with legal form and capacity as described in article 2. Such farms can voluntarily unite and join cooperative societies. Qualified persons have a preferential right on the granting of land plots. Such land is granted on the basis of conditions specified in article 6.
This Law establishes that objects of proprietary right are land, subsoil, inner and territorial waters, continental shelf, air basin, flora and fauna, enterprises, property complexes, buildings, structures, equipment, raw and other materials, money, securities, other property of industrial, social, cultural and other character, products of intellectual and creative activity.

This Law regulates land survey, verification and registration.The Law stipulates that all land owners are obliged to fill in a declaration form in which they specify all the parcels of cultivation land in their possession.
