On 11 November 2011, representatives of 18 community organisations and 12 non-governmental organisations from around South Africa met in Balgowan in the KwaZulu-Natal Midlands to discuss the Green Paper on Land Reform released by the Department of Rural Development and Land Reform.
The workshop was facilitated by Tshintsha Amakhaya, a strategy to strengthen civil society, led by 10 NGOs in land and agrarian reform. Prior to the workshop, several NGOs had held community-level consultations to discuss the Green Paper, and which had resulted in submissions. The purpose of this workshop was to create a platform for smallholder farmers and other community representatives members to share their responses to the Green Paper and to develop a joint submission in which an alternative vision on agrarian and land reform was articulated. Two short plenary presentations were followed by discussion in small groups on topics raised by community participants. A cameraman was on site to film statements of community participants which would form the core of a multi-media submission into the Green Paper.
