Knowledge management and learning are at the heart of the LAND-at-scale program. RVO, LANDac and the International Land Coalition (ILC) will collaborate to implement the knowledge management (KM) component of the program.

Through LAND-at-scale's country-projects, the aim is to achieve just, inclusive and sustainable land governance at scale and in a sustainable way. With an integrated KM-strategy, LAND-at-scale aims to achieve maximum impact of each project, as well as contribute to gaining a deeper understanding of the conditions required to create structural change.

Burundi has the world’s highest hunger score and around 45 percent of the population is affected by food insecurity. The country copes with increasing scarcity of land as a result of increasing population size, returnees and IDPs and climate change. With the majority of Burundians depending on agriculture for their food and livelihoods, land scarcity makes this reliance on agriculture precarious. This pressure on land causes elevated levels of land disputes with over 55% of all court cases being related to conflicts over land.

USAID/Burundi’s Policy Reform Program aimed to strengthen relations between the government, civil society, and the media in order to promote dialogue and foster a transparent and participatory land policy formulation process. Through its trainings in conflict management, anti-corruption and advocacy, the project built the capacity of government, civil society, and media to understand and discuss policy matters in an informed and inclusive manner.

The programme aim was to regenerate the livelihoods of the rural environment, rebuild social capital including the rehabilitation of human dignity and restore food security among 74,000 poor and vulnerable households in the provinces of Bujumbura Rural and Bururi in the west and Ruyigi in the east. It worked to restructure farm production through donation of cattle and through the building of plant nurseries. It will support various training projects focusing on community development, legal issues, HIV/Aids and literacy.

The LGAF is a diagnostic tool that is implemented at the local level in a collaborative fashion, that addresses the need for guidance to diagnose and benchmark land governance, and that is intended to help countries prioritize reforms and monitor progress over time.
