The objective of land payment shall be to ensure through economic methods rational use of land, to form resources for carrying out measures of land organization, improvement of land quality and land conservation, as well as of social development of the territory.
This Decree establishes that the forms of Certificate of landownership can be used provisionally, till the issues of the state legal form, as a document for lifelong ownership valid for inheritance and limitless (permanent) land lease.
The Supreme Soviet decrees as follows: 1). Law “On mortgage” is applicable to the relations originated after its enactment. As regards legal relations originated before the enactment of the aforesaid Law it is applicable to rights and duties originating after its enactment. 2).
The Act regulates simplified procedure for proving unlawfulness of expropriation of property in Estonia.
The aim of this Act is to provide for certain endowments of dry harbour land to be revested in the Crown or reserved for certain purposes, and to amend certain enactments.
To provide for the upgrading and conversion into ownership of certain rights granted in respect land; for the transfer of tribal land in full ownership to tribes; and for matters connected therewith.

This Decree puts into effect the "Land Code" of the RSFSR. In the meantime the legislation of the RSFSR is applicable within the limits that it doesn't contradict the "Land Code" of the RSFSR.
