These Rules sets out, in the Schedule, forms to be used in connection with the administration of estates, in accordance with section 4 of the Administration of Estates Ordinance.

This Ordinance empowers the Council Committee to order in writing the owner or occupier of land to undertake or adopt such measures as they may deem necessary for the conservation of natural resources on such land and the prevention of injury to the natural resources on other land.
These Rules provide for the protection of land of which the slope exceeds a specified percentage. Cultivation, grazing, destruction of vegetation on such land without an authorization of the authorized officer shall be an offence.
