Global

Struggles to control valuable land, natural and mineral resources are at the heart of many conflicts around the world. Many have their roots in colonial conquest and post-colonial resource grabbing by colluding local and global elites. Land conflicts frequently entail clashes of values and meanings associated with land. Conflict risk is rising with climate change and the race to control critical mineral and water resources. Millions of people face loss of livelihoods and displacement.

Strengthening community rights continues to be an essential land policy goal, and several studies have focused on ways to improve local land governance through CLIs. Relatively limited attention, however, has been paid to understanding these institutions in themselves.

Ukraine is poised to transform the process of housing, land and property (HLP)

restitution and compensation after wars. The Russian invasion of Ukraine has displaced

more than 13.5 million people (UNHCR 2023) and created massive destruction and

damage to the country’s HLP. Initial efforts at recovery along with counter-offensives

have stabilized large areas of the country and liberated others, to which displaced

Ukrainians are now beginning to return (Duggar 2022; Conkling 2022). The Ukrainian
