The State Commission on Land Reform is responsible for carrying out land reform. It carries out the following functions: (a) elaborates land reform programme; (b) examines and validates territorial land reform programmes; (c) elaborates instructions and recommendations for the implementation of land reform; (d) informs the population on the advancement of land reform.

This Law defines the legal regime of refused agricultural lands (lands which are not accepted into use or ownership by farmers). Refused lands are considered as State agricultural lands. They are transferred to the administration of the General Directorate of Forests and Pastures.

The present Act lays down provisions relating to the construction of drainage works, that is a drainage system constructed of tile, pipe or tubing of any material beneath the surface of agricultural land, including integral inlets and outlets, to improve the productivity of the land drained.

The present Law supplements Law No. 7745 on the re-evaluation and re-distribution of the ex-agricultural cooperative property by introducing new provisions dealing with the social and cultural assets of the ex-agricultural cooperatives and the offices of the ex-people’s councils.
