The purpose of this Government Regulation is to elaborate and clarify the divisions and functions between central and provincial governments.Government authorities which cover policies on national planning and control of macro national development, utilization of natural resources, etc.

This Regulation provides for the division of land into lots and common property, and for the administration of the land by the owners of the lots. It indicates the requirements relating to plans, and the provisions for the administration of community schemes.

This Order establishes the modalities of valuation of the plots of land owned by natural persons and subject to avowry. Land valuation shall be carried out by district and city executive bodies in the place of location of land plots. In case of dispute between landowner and land valuer as regards land value landowner shall have the right to turn to independent experts or appeal to court.
