La presente Ley tiene por objeto los principios y directrices para la elaboración del Plan de Uso de Terrenos del Estado Libre de Puerto Rico, el cual constituye el instrumento fundamental en la planificación del aprovechamiento óptimo de los terrenos, basado en un enfoque integral que garantice al mismo tiempo un desarrollo sustentable del país y la conservación de los recursos naturales.

La presente Ley estimula y garantiza la propiedad privada inmobiliaria rural que cumple con su función social económica, contribuyendo al bienestar rural y al desarrollo de la economía nacional. Su aplicación estará a cargo del Instituto de Bienestar Rural.

La presente Resolución establece el procedimiento y los requisitos para la tramitación de solicitudes relacionadas con el ordenamiento territorial para el desarrollo urbano.

This Act establishes the Agricultural Lands Board under section 4.

This Notification determines the institutions and laboratories which are authorized for inspection and to make analysis of samples of chemical and organic fertilizers. It also determines the institutions to be applied in case of objection to the results of analysis of samples of fertilizers. The Notification further emphasize on the fees and payment procedures of analysis.

The President decrees that the plots of land and the property connected with them must be considered real estate. The real estate contracts are regulated by Civil Code in accordance with Land, Forestry, Environmental, other specific Legislative Acts and this Decree.

The scope of this Regional Law shall be to ensure fertility of agricultural land by owners, landlords, land tenants and leaseholders.

This Regional Law establishes the modalities of organization and performance of public control as a form of public participation. It shall not be applicable to elections and referendum.

This Regional Law establishes the modalities of performance of municipal land control by local government. Municipal land control shall be conducted in the form of ordinary and extraordinary inspections of legal persona and individual entrepreneurs. The subject of inspection shall be checking data and information contained in the documentation related to land tenure.
