Spain ceded Guam to the US in 1898. Captured by the Japanese in 1941, it was retaken by the US three years later. The military installations on the island are some of the most strategically important US bases in the Pacific.


Guam is a presidential democracy. Guam is a self-governing unincorporated territory of the US.

This Act enables the Director of the Department of Land Management to have discretionary authority in the approval of a minor variance in connection with the location of a residential structure within a zone for residential use and to provide an exception for nonconforming buildings and nonconforming use of land. A specialized technical level of review involving land use planning techniques is applied so as to streamline the variance process. This Act also authorizes the Guam Land Use Commission to establish a new fee schedule for the filing of land use applications.

This Act amends the Real Estate Appraiser Act so as to make provision for an improved and more reliable system of valuation of appraised real properties. It defines duties of the Director of the Guam Department of Revenue and Taxation and provides for education and qualification criteria for Guam Certified Appraisers and provides for control of the activities of certified appraisers.

Section 2 of this Chapter sets out findings and defines policy goals regarding the protection of the Seashore Reserve (defined in section 3). One of the particular goals is to protect wildlife, marine life, and other ocean resources, and the natural environment, to preserve the ecological balance of the seashore reserve and prevent its deterioration and destruction. The Guam Territorial Seashore Protection Commission is created under section 4.

This Act amends Chapter 75 of Title 21 so as to require the Chamorro Land Trust to identify suitable land for the cultivation of native plants used for medicinal purposes and establish the criteria, application, and operational procedures for the allocation of parcels. An applicant must submit a proposal for usage of the parcelled lot and a list of plants to be cultivated.
