This manual complements FAO Land Tenure Studies 6: The design of land consolidation pilot projects in Central and Eastern Europe. The manual concentrates on the practical aspects of defining and implementing the first pilot projects. It identifies the main conditions that should be in place before the project starts, and it defines potentials and constraints. It draws attention to issues that should be addressed and it discusses methods, tools and techniques. The manual identifies the main activities in a pilot project and their sequence.

This paper is concerned primarily with the functions of land administration. Its
purpose is to describe the current land administration practices as understood by
traditional structures with a view to unpacking some of the components of the existing
African tenure arrangements in KwaZulu-Natal. This, it is hoped, will help to create a
base to understand how communal land systems operate, regardless of which structure
governs them, in order to support practices that secure tenure effectively.

"As Thailand proceeds with plans to join Burma’s military regime in building a series of dams on the Salween River to gain “cheap” electricity, this report reveals the atrocities being inflicted on the people of Northern Karen State to pave the way for two of the planned dams. The Upper Salween (Wei Gyi) Dam and Lower Salween (Dar Gwin) Dam are planned to be built on the river where it forms the border between Thailand’s Mae Hong Son province and Burma’s Karen State.
