The purpose of these Rules and Regulations is to provide uniform procedures regulating the disposition of government land in the Astumbo Subdivision as defined in Article 4, Chapter 5, 12 GCA.The Regulations specify eligibility requirements for applications for the purchase of a subdivision lot and establish preferences to be given in the selection of purchasers. First preference shall be given to low-income families without title to land who reside under a Land Management Land Use Permit or Department of Agriculture Land Use Permit on government land which has been designated as a water conservation area. Applications shall be reviewed and decided on by the Board of Commissioners of the Guam Housing and Urban Renewal Authority. The Authority shall convey title to buyer by a grant deed reserving for itself, among other things, water and mineral rights in the premises.
