We are the licensing body and the official bar association for all of those who practice law in American Samoa. The American Samoa Bar Association serves to promote justice, the rule of law, and the interests of the legal system. We do this through public education, legislative review, promoting the judiciary, and advocating the rule of law. We also offer a legal scholarship to a student that shows exemplary academics and a desire to promote the rule of law in American Samoa.

These Rules are made under 26.0303 A.S.C. which provides for proper development planning so as to safeguard public health, the environment and economic growth and well-being in American Samoa and establishes a Zoning Board. In order to carry out the purposes and provisions of this Chapter, areas within the territory of Samoa are divided into ten zones, amongst others, an Agricultural Zone, a Watershed Conservation Zone and a Recreation Conservation Zone. For each zone permitted activities are specified.

The provisions of this Chapter concern the administration of the American Samoa Coastal Management Program adopted under the American Samoa Coastal Management Act of 1990. The Act mandates the establishment of a system of environmental review at territorial level intended to ensure that environmental concerns are given appropriate consideration in the land use decision-making process.

The purpose of this Chapter is to provide guidelines for relocation payments and relocation assistance and to otherwise enable the American Samoa Government to comply with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.The Chapter lays down rules for the assistance by the Government in relocation of owners of land or dwellings or tenants displaced due to an agency acquiring real property for public use.

These Rules of the Territorial Planning Commission provide for internal matters of the Commission, define additional jurisdiction and authority of the Commission, describes the content of the comprehensive general plan, requires the Commission to meet with planning district boards or other boards, creates an advisory board to the Commission and provides for public hearings to be organized by the Commission and the review of applications for business licences taking into consideration planning assessments.
