The FAO Legal Office provides in-house counsel in accordance with the Basic Texts of the Organization, gives legal advisory services to FAO members, assists in the formulation of treaties on food and agriculture, for which the Director-General acts as Depositary, publishes legal studies and maintains a database (FAOLEX) of national legislation and international agreements concerning food and agriculture (including fisheries, forestry and water).

Constitution of the Republic of Kazakhstan.
The Republic of Kazakhstan proclaims itself a democratic, secular, legal and social state whose highest values are an individual, his life, rights and freedoms (Article 1). Human rights and freedoms in the Republic of Kazakhstan shall be recognized and guaranteed in accordance with this Constitution (Article 11). The Republic of Kazakhstan shall recognize and by the same token protect state and private property. The land and underground resources, waters, flora and fauna, other natural resources shall be owned by the state.
