The support plan for the Sahel is a regional approach to collectively address the root causes of disruptions such as poverty, migration and youth unemployment, climate change, insecurity, governance and institutional issues in the region.

Poverty persists in many developing countries, including Nigeria, owing to inadequate infrastructure, unemployment, or poor working conditions, among other factors. Youth poverty and vulnerability to poverty have been identified to prevalent among the young population.

The scourge of poverty, including its correlates, has been witnessing an incremental sequence over the years in Nigeria despite the natural endowment of the country. Efforts by various stakeholders to address this problem have not yielded tangible results.

Informal systems for land delivery, which have in many cases evolved from earlier customary practices, still account for over half the land supplied for housing in African cities and are a particularly important channel for the poor.
