The Lao Land and Forest Allocation Policy (LFAP) was intended to provide clearer property rights for swidden farmers living in mountainous areas. These lands are legally defined as “State” forests but are under various forms of customary tenure.
This Guide is drawn from experience in the action research project “Bottom-up accountability initiatives and large-scale land acquisitions in Africa”.
The purpose of the guide is to provide practical information to rural communities that they can use in framing and devising collective action and engagement strategies to strengthen their tenure of land, fisheries and forest and bring about bottom-up accountability.
