The Government decrees to validate the Regulation. Regional executive authorities must fix maximum size ceilings of the plots of land for various purposes that can be owned by a single physical or juridical person. The fixed size ceilings cannot be smaller than standard size ceilings for the plots of land currently in force.

The objectives of the Act are to achieve orderly land development and orderly, efficient and equitable planning, allocation and development of resources of Dominica (sect. 3).

Section 9 of the Principal Act (matters to be considered for the determination of compensation) is amended by the adding a subsection that provides that a determination must be in writing and a copy of it must be given to the custom owner or owners of the land, and any other person interested in the land. Section 12 is amended so as to provide for appeal to be had only with the Supreme Court.
