El presente Decreto reglamenta la Ley Nº 1.152 de 2007 en lo relativo al procedimiento para dar trámite a las solicitudes de protección a los predios y territorios abandonados a causa de la violencia, previa calificación que los registradores efectúen a las solicitudes de inscripción de la medida de prohibición de enajenación o transferencia.

The Act concerns claims enforceable by or against the Government and related civil proceedings. Subject to this Act and any other Act, all debts, damages, duties, sums of money, land, or goods, due, payable or belonging to the Government, is to be sued for and recovered by proceedings taken for that purpose in accordance with the provisions of this Act.

This Law amends some provisions part of the Law on sanitary and health inspection (Official Gazette 87/2013, 106/2013, 137/2013 and 61/2015).Changes are related to the administrative and legal issues of the State Agency for real estate (article 20 regarding the authorization on sale of agricultural land in state ownership).

The purpose of these Regulations is to strengthen the construction and protection of public ecological forest, improve the ecological situation, maintain ecological safety, protect legal rights of public ecological forest owners, and business operators.

This Act provides for the constitution of District Courts and defines their jurisdiction. The Act also concerns civil procedure and appeals against decisions of District Courts.

This Regulation specifies the authorities responsible for granting land title and specified land registration activities.The Heads of Land Affairs Office and the Heads of Regional Offices of the National Land Affairs Agency shall be the authorities responsible for granting proprietary rights, rights to use land for erecting buildings, and rights for exploiting land.

The Regulation, which consists of 15 articles, regulates provisions on territorial spatial planning.

Article 8 shall be amended to add the following wording: “Local government shall have preferential right of purchase of plots of agricultural land at face value except for cases of expropriation thereof for public or municipal needs”.
