Transformations which take place now in the the economy of Ukraine, and in particular in agriculture considerably exacerbated organizational and legal problems and organizational and territorial forms of local agricultural enterprises, protection of land ownership rights. Transformation of land relations violated the the traditional forms of organization of agricultural production, reduced the efficiency of capital investmenst in improvement of using and protection of land.

Attribution of lands to categories in Ukraine is considered as one of the areas of the state, as a result of which a category of land, which defines the legal regime of use. Compliance with such a regime is one of the main responsibilities of land users, and its failure may be grounds for bringing such persons to legal liability and termination of their land rights.

The total area of eroded areas is 31% of Ukrainian territory and exceeds 45% in the Sothern part of the state where percentage of forest lands averages just 2-5%. On the one hand we have the problem of the growth areas of degraded and few-productive land whose use for other purposes is economically inefficient. On the other hand, indicators of forest radically different from optimal. The solution to both problems is possible through the use of land transformation method of afforestation.

Chemicals legislation has been modernised and the use of many toxic or hazardous substances has been restricted. Today, EU citizens enjoy some of the best water quality in the world and over 18% of EU's territory has been designated as protected areas for nature.
