The paper provides the analysis of improving the land reform in the Republic of Kazakhstan. The authors examine the main development stages of land ownership relations, during which the work has been performed to transform agricultural enterprises, privatize land and change the land use.

This Law consists of 5 Chapters that contain 26 articles. Chapter 1 lays down the general provisions. Chapter 2 lists the types of activity that are subject to obligatory licensing. Chapter 3 determines licensing for export and import of commodities (produce service).

This paper is a re-make of Chapters 1-3 of the Interim Report World Agriculture: towards 2030/2050 (FAO, 2006). In addition, this new paper includes a Chapter 4 on production factors (land, water, yields, fertilizers).
