The aim of this Proclamation is to improve management and utilization of land and land resources for agricultural purposes. It applies to all land that lies outside of municipal borders. The Proclamation defines the right to acquire, free of charge, rural land by adult residents of the region, whose livelihood depends on agriculture, and other subjects. It also defines land use rights of peasants, pastoralists and semi-pastoralists and provides for the protection of such rights.
The present Law regulates land use planning in the Canton Graubünden. The Law establishes the task to be fulfilled by municipalities, associations and the Canton. This Law establishes the purpose, obligations and legal grounds regarding the registration of immovable property and related transactions. The following rights to immovable property shall be subject to state registration: (a) ownership; (b) economic management; (c) operating management; (d) land tenure of at least one year; and (e) servitude for a period of no less than one year. The following pre-emptive rights shall not require mandatory state registration: (a) land tenure for a period less than one year; and (b) servitude for a period less than one year.

La presente Ley modifica la que autoriza al Banco de Desarrollo Agropecuario a condonar deuda a organizaciones campesinas, respecto a los derechos posesorios o mejoras y los bienes muebles o inmuebles de propiedad de las organizaciones campesinas, así como las tierras estatales sobre las cuales se desarrollaron las actividades de las organizaciones campesinas que, al entrar a regir la Ley Nº 43 de 1999, se encontraban inactivas y con saldos morosos con el Banco de Desarrollo Agropecuario, serán traspasados al patrimonio de dicho Banco.
This Act established the Leases Approval Tribunal and amends the principal Act accordingly in section 3 (approval of Leases Approval Tribunal required for leases) and section 10 (dispute resolution). Section 9A empowers the Tribunal to consider an application to approve a lease that has not been executed by every party to the lease, but only if the Registrar of the High Court notifies the Tribunal in writing that he or she believes that the lease should be approved.
