The policy brief, one of four briefs on the agrarian transition in the Mekong region, explores initiatives and pathways forward to recognise customary tenure arrangements and rights over forest areas in the region. More than 70 million people in the region depend on forest areas but lack formal legal rights to use, manage, and benefit from them.

The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) and the Framework and Guidelines on Land Policy in Africa (F&G) are important international and continental instruments for improving the governance of tenure of land, fisheries and forests for improved food security and nutrition.

Commodity-driven deforestation and forest conservation efforts in the Mekong region have placed multiple pressures on community-based resource systems, undermining tenure security and livelihoods. In response, several initiatives have been mobilized by states, communities, and civil society organizations which aim to recognize and formalize customary forest tenure rights.

Context and background:Increasing refugee crisis has focused most host states to integrate refugees with the local communities through land access to customary land whose land rights are not clearly defined and documented.

This report is based on 10 research projects carried out in 18 sites in seven countries: Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Viet Nam. The studies formed the basis of ten informational briefs from the research sites published together with the report (available here: https://www.recoftc.org/publications/0000432).
