The Regulations aim at standardizing the order of land and real estate market transactions, at reasonably adjusting the benefit from land appreciation and safeguarding the rights and interests of the State. According to article 2, all units and individuals receiving income form the transfer of state-owned land use rights, shall pay a land appreciation tax in accordance with these Regulations.

This Regulation is issued pursuant to sections 3, 4, and 17 of the Act relative to the right to acquire agricultural and forest land (No. 391/78). Section 1 deals with the sale of land by municipalities. Certain conditions for the alienation and use of land are specified also in relation to the receipt of financial contributions in accordance with Act 1295 of 1990 and Act 391 of 1978.

These Regulations prohibit the burning on agricultural land of crop residues listed in Schedule 1, unless the burning is required for a specific purpose (Reg. 4).
