This Land Degradation Neutrality National Report is a national policy with a sectoral approach. The timeframe of the Plan is 15 years between 2016 and 2030. The overall goal of the policy is to ensure soil improvement and conservation.Agricultural productivity will be increased through land improvement in order to meet the food demand.Rural employment will be enhanced through agricultural development. To this end, the living standards in rural areas will be raised.Forest areas will be expanded through afforestation, rehabilitation of mine sites and soil conservation. Forest productivity will be increased by implementing pest management strategies and rehabilitating the forest lands. Forestry protection measures will be taken against illegal logging, pests, forest fires, grazing pressure and impacts. Sufficient water will be allocated to riverbeds, natural lakes and wetlands to ensure preservation and sustainability of natural balance and biodiversity. The water consumption for agricultural, industrial, domestic and drinking uses will be reduced to ensure efficient use of water resources, water savings, conservation of water resources, and optimal use and management of water. Clean production technologies will be developed in industry to reduce water demand and protect water quality. Irrigation systems will be established in rain-fed agricultural lands to increase productivity. Pressurized irrigation systems such as sprinkling and drip irrigation will be mainstreamed to save water, prevent salinization, and reduce infiltration of plant nutritional elements. Pollution control will be strengthened for water resources to prevent degradation in both agricultural lands and wetlands. Rehabilitation of salinized and arid pastures and agricultural lands will be enhanced by appropriate irrigation methods. Land use planning will be carried out in an ecological manner. Land consolidation, agricultural land drainage services, land levelling and farmers' trainings will be carried out in an integrated manner with irrigation investments. Subsidies and incentives towards organic farming, good farming practices, and soil conservation farming will be allocated within the scope of sustainable land management. Large plains with high agricultural potential will be identified and registered as agricultural conservation areas. Forest conservation will be ensured in the urbanization, tourism, mining, and energy sectors. A land information system/data base will be established. Furthermore a national water information system and a basin monitoring system will be developed to ensure sustainable water management. Forest management data will be collected and regularly updated through aerial photographing and ground surveys. Desertification and greening changes will be monitored in forests, shrub lands, pastures, settlements, agricultural lands, wetlands and other areas.Erosion control will be strengthened to decrease the amount of sediments. The resilience to drought and desertification will be increased by improving water collection and storage systems. Climate-friendly farming techniques will be promoted by training farmers. Stubble fires will be prevented to protect the biological, physical and chemical structure of soil. Control systems will be strengthened to prevent extreme uses of chemical fertilizers and pesticides to conserve soil and water resources.This policy will be implemented by the Ministry of Forestry and Water Affairs, Ministry of Food Agriculture and Livestock, Ministry of Environment and Urbanization, local administrations, related educational institutions, research institutes, universities and other Ministries dealing with land use, management and planning.
