ZOA is an international relief and recovery organization supporting vulnerable people affected by violent conflicts and natural disasters in fragile states, by helping them to realize dignified and resilient lives.

ZOA operates in more than 15 countries, in difficult locations where our field staff directly provides assistance to the most vulnerable victims of displacement. The countries in which ZOA is present are Afghanistan, Burundi, DR Congo, Ethiopia, Jordan, Kurdistan Region of Iraq, Liberia, Myanmar, Philippines, South Sudan, Sri Lanka, Sudan, Syria, Uganda and Yemen.

ZOA is active in insecure and volatile regions: serving Syrian refugees in the Middle East, uprooted people in war-torn South Sudan, displaced Yezidis in Northern Iraq and South Sudanese refugees in Ethiopia, to name a few.

The context of Nyanza-Lac is both complex and interesting for researching land issues. It has a very high population density (more than 50% of the whole population of Makamba Province lives in Nyanza-Lac) and attracts flows of intra- and interregional migrants in search of fertile land and income-generating opportunities in the area.

The baseline study aims to generate the baseline data on the Amahoro-at-Scale project’s main indicators, which will serve as reference for the mid-term and final evaluation. The baseline study should help set more realistic targets for the indicators. 

The Amahoro-at-Scale project is part of the larger LAND-at-Scale programme, funded by the Dutch Ministry of Foreign Affairs and implemented by its Enterprise Agency (RVO).

The project ‘Grounded Legitimacy’ explored how interventions in land governance by development organizations feed into the legitimacy of state and non‐state public authorities, and how these development organizations may better take ‘legitimacy’ into account. How state and customary authorities deal with land issues has important consequences for how they are viewed by citizens. This may be particularly the case in conflict-affected settings, where displacement and return cause tenure insecurity and land disputes, and where the legitimacy of state and non-state institutions is contested. ZOA and Radboud University have developed a training manual around legitimacy and land, based on research conducted by Radboud researchers in Uganda.

Humanitarian and development organizations working in conflict-affected settings have a particular responsibility to do no harm and contribute to the wellbeing of the population without bias. The highly complex, politicized realities of work in conflict- and post-conflict settings often require quick, pragmatic and results-oriented decisions, the foundations of which remain frequently implicit. Such decisions might follow an intrinsic logic or situational pragmatism rather than intensive deliberation.
