The object of this Act is to promote soil and water conservation by preventing erosion and thus conserving and improving the use of the State’s land and water resources. For this purpose a Pohnpei Soil and Water Conservation District is established which shall be administered and managed by the Department of Land and Natural Resources and the Soil and Water Conservation Board, also established by this Act.The Board shall develop and recommend long-range plans, annual work plans, and other plans relative to land utilization and the conservation of soil and water resources within the District. The Board shall also, among other things: enhance surveys, investigations and research relating to soil and water conservation; review conservation plans prepared by farmland owners and occupiers, which are a precondition for a contract between them and donor agencies; and implement projects and programs for flood control, irrigation, soil conservation, etc, provided that activities of the Board shall be limited to specified types of public and private land.
