The main targets of state housing policy are concession of compensation to low-income categories of citizens for the payment of communal services, stimulation by the state of the maintenance of housing facilities by economic and financial means, creation of favourable vital environment equipped with the necessary social, communal, cultural and other services. The Law consists of 4 Sections that contain 28 articles. Section 1 (arts. 1-8) lays down general provisions. Section 2 (arts. 9-13) regards property rights in housing sphere. Section 3 (arts. 14-23) regards use of housing facilities and provision of citizens thereof. Section 4 (arts. 24-28) regards regulation of land relations, construction, maintenance and repairs of housing facilities. Citizens have the right to allotment of the plots of land for housing. The plot of land allotted for housing construction must be used for the established purpose within the terms envisaged by the legislation. Citizens have the right to purchase in conformity with the established modalities the plots of land for housing independently of ownership of other housing facilities or immovables. Demolition of housing facilities owned by citizens shall entail concession to them at their request of the plot of land of equal worth (art. 24)
