This Ministerial Decree required the valuation of damages for harm caused to agricultural land and forests by the allotment of land. Natural and legal persons who were allotted plots of agricultural or forestland to increase their suitability for agricultural production and afforestation shall be pay compensation for losses to agricultural or forest production at an annual rate of four percent of the estimated total damages. Such compensation shall be paid in full by land tenants whose lease does not require them to render the land suitable for agricultural production or afforestation following restitution.

After seven decades as a constituent republic of the USSR, Belarus attained its independence in 1991. It has retained closer political and economic ties to Russia than have any of the other former Soviet republics. Belarus and Russia signed a treaty on a two-state union on 8 December 1999 envisioning greater political and economic integration.
